News on 156 Fire Stations to be built over 3 years

The government is to construct 156 new fire stations across the country in next three year under a master plan which also aimed at providing training to ordinary people for protecting the community from blazes and other disasters.

This would to the current 216 fire stations that are already in place according to the Services own database.  The below chart will show that 37% of fire in 2009 was caused due to electrical faults.

In 2010 the figure of total fire incidents dealt by the fire services was 13,959. The loss in financial terms caused by the fire in 2010 was 532 crore taka.

It was only this past December at a garment factory in Dhaka, Bangladesh, when a fire killed 29 people and injured many.

Another incident, of many, was that of the devastating fire swept through the warehouse of National Curriculum and Textbook Board (NCTB) in the city’s Tejgaon Industrial area in which the fire immediately spread through the three-storey building and causing about 15 fire fighters to suffer injuries during their efforts to put out the blaze. The builders,  did not comply with building codes in construction of the warehouse according to the Fire Service.than 100. Workers were trapped behind locked exits and many jumped to their deaths. many of the reasons for the large number of losses in Bangladesh is due to the lack of proper procedures being imposed in place by the government which includes sample fire prevention plans, evacuation plans, chemical storage recommendations and an easy-to-use checklist to help factories with their fire prevention strategies. Most countries will ensure that a proper system is in place. Fire departments also would routinely advise and ensure that businesses will undertake fire drills on a regular basis. The limited resources and a lack of planning in this area has meant that there is little effort put into preventative policy imposed on local authorities from the higher level of the relevant ministry.


History of Fire Service and Civil Defence:

Bangladesh Fire Service was set-up in the year 1948 soon after separetion of Indo-Pak Sub-continant in 1947 which continued till 1982.The present directoret of Fire Service & Civil Defense was created by amalgamating the Fire Service and Civil Defense Depertment under the Ministry of Home Affairs and Rescue Service under the Ministry of Communication in the year 1982, as the responsibilites of these Depertment / Services wear inter related.
Fire Service and Civil Defence Directorate of Bangladesh like else where, in the world is one of the lead government agencies, which is responsible for responding first during any disaster. They have been working hand in hand with all other government as well as non-government organisation in the management of natural and man-made disasters. Needless to say that Bangladesh is a disaster-prone country, which regularly experiences natural disasters such as flood, cyclone, tornado and mediam low level earthquake. as Bangladesh is an earth quake prone country, it is predictable that major earth quake may target this country at any time. So, to cope with the probable vulnerable situation Bangladesh Fire Service & Civil Defence need to plan and prepare for the foreseeable.

However, it is widely accepted that the machinery and vehicles are largely out of date and although gets the job done, but has not been updated. Coupled with this, other factors such as narrow roads, traffic preventing the fire vehicles to reach their destination, buildings with “grilled” and “no fire exit” plan have all impacted on the services and effectiveness of the Fire Services in Bangladesh. On many occasions it has been noted that response time is very slow due to chaotic traffic in the major cities of Bangladesh.
